Karratha, Western Australia | 28th July – Perdaman is proud to announce plans for a Made in WA Fuel Refinery, a nation-building project designed to strengthen Australia’s fuel security and establish Western Australia as a leader in advanced manufacturing and resource processing. The announcement marks a significant milestone in industrial development and reinforces Perdaman’s commitment to creating sovereign industrial capability through large-scale infrastructure investment.

Today, the Prime Minister of Australia Anthony Albanese and Western Australian Premier Roger Cook announced $4 million funding to support the Pre-Feasibility Study and Pre-Front-End Engineering Design (Pre-FEED) for a proposed new large-scale fuel refinery in Western Australia.

The Prime Minister and Premier were joined by Perdaman Chairman Vikas Rambal, Director Mrs. Maegha Rambal, Minister for Resources Madeleine King MP, WA Minister for Energy and Decarbonisation Amber-Jade Sanderson MLA, and Member for Pilbara Kevin Michel MLA.

The Made in WA Fuel Refinery will be the first new large-scale fuel refinery constructed in Australia since the 1960s, representing a transformative opportunity to enhance domestic fuel production, strengthen supply chain resilience, and reduce reliance on imported refined fuels. Perdaman will undertake a combined Pre-Feasibility and Pre-FEED program to determine the optimal refinery configuration, supporting port infrastructure and logistics solutions, while advancing the project towards an investable development opportunity.

Perdaman Chairman Mr. Rambal said, “the project reflects the company’s long-term vision of building critical industrial infrastructure that delivers enduring benefits for Australia.”

He went on to say that “This project will be a game-changer for Australia’s fuel security and manufacturing future. It represents a significant step towards rebuilding sovereign refining capability while creating jobs, attracting investment, and supporting economic growth in Western Australia. For decades, Perdaman has believed in the power of local manufacturing and value-added processing. The Made in WA Fuel Refinery continues that vision by creating an industrial asset that will serve future generations and strengthen Australia’s energy resilience.”

This project aligns with Perdaman’s mission of Creating a Better Tomorrow by developing world-class industrial infrastructure that supports value-added processing, local employment, regional development, and sustainable long-term economic growth. Subject to the outcomes of the studies and subsequent approvals, the refinery will become one of the most significant industrial developments undertaken in Western Australia in recent decades.

Project Ceres Update

Project Ceres represents a AUD $6.45 billion investment by Perdaman and will become Australia’s largest domestic urea production facility, which will strengthen the nation’s fertiliser supply chain and supporting food security. Backed by Australian Government loans of approximately $475 million, the project is estimated to create 2,500 jobs during construction and 200 ongoing operational roles, delivering substantial public benefit and showcasing the scale of what Perdaman is building in the Pilbara.

“The longer war in the Middle East goes on the greater the impact on Australia will be, and my government will continue to do everything we can to shield Australia from the worst effects and set us up for the future. My government is working to advance Australia’s interests not just in this crisis but going forward as well to ensure we can meet future challenges.”

– Prime Minister | Anthony Albanese

“My government’s steady and experienced leadership has helped make Western Australia’s economy the strongest in the nation. It has allowed us to put WA first and prioritise getting fuel in bowsers during the war in Iran. Now, as part of my government’s Made in WA plan, I am proud to join the Albanese Labor Government to support Perdaman’s efforts to rebuild our State’s capacity to produce and distribute its own fuel. This includes diesel to support the regional communities which drive WA’s economy and which have been most at risk amid this conflict.

“While many Western Australians remain anxious about our State’s fuel security, we are doing everything it can to address these concerns by working with the Commonwealth to provide steady and experienced leadership and continue delivering our Made in WA plan.”

– WA Premier | Roger Cook

“When I came to the Burrup, I had a vision to make Australia a global leader in manufacturing. The fuel security challenge made it clear that Australia needs its own sovereign refining capability. Perdaman has the experience, capability and determination to deliver this project and help secure Australia’s fuel future.”

– Perdaman Chairman | Vikas Rambal
